Check the javadoc that I pointed out before 
(http://java.sun.com/j2se/1.4.2/docs/guide/security/jaas/spec/com/sun/security/auth/login/ConfigFile.html
 and 
http://java.sun.com/j2se/1.4.2/docs/api/javax/security/auth/login/Configuration.html).

They should really tell you everything that you need to know about providing 
this file.
Of course, if you do not have full control of the JVM environment and startup 
code (you mentioned Lotus note as a client earlier), then this might not work 
or require extra configurations. But this will be Lotus specific, not 
JAAS/J2EE/Java.
