Does ur war file contain jars? On windows, Jar files get locked. So basically, when you hotdeploy, the old unjarred directory representing your war, in /server/default/tmp does not get cleaned up.
Before you hotdeploy, remove the relevant war directory from /server/default/tmp. JBoss expands the war file under the tmp directory of ur config, for deploying the web components.
