You need to install latest service pack for SQL Server 2000 i.e. service Pack 3. Unless you have "SQL server listening on TCP, Shared....." in the ErrorLog of the SQL Server (<<SQL Sever install directory>>\MSSQL\LOG\ERROR.LOG) the listener is not started to which the JDBC driver connect.
