FAQ in CVS or SVN

On the web site and in CVS there is no FAQ, but in subversion it looks 
like a FAQ was added a few months back.

Should cvs or svn be used?
I think JCS would benefit greatly by having an FAQ and/or a "Getting 
Started" guide.
