The UserGude indicates that dbforms.jar should be there as well, but I can't find it anywhere.
There should be one in dbforms/dist
there is also a dbforms.tld there too. it, of course, goes to webapp/your_app/WEB-INF
The jar file I needed was in
dbforms_jaronly_2.2_20040222.zip
located on the sourceforge page.
