JDB Menu Item not Present

Running JDE 2.1.6 with Xemacs/Linux 20.4

I type C-cvd  and jdb comes up, but the menu for JDB where I can set
breakpoints, etc, in the main window never appears.

Anyone else had this happen?  What's the fix?
