I wasn't sure where to jump in but lets start here I see to problems here,

1. running multiple procceses from on vm is nice if you have an
unlimited amount of native threads and an n-processor machine, but think
about a simple nightmare situation, I have a client and a server passing
data so in one vm I run both client and server. Even if you seperate
out threadgroups, there is no way you can get the those things both
running at the same time.

2. second choice start a second emacs process to run a second debugger
for my client. well you still will have just as many emacs windows open,
so no real estate savings there. And under solaris emacs takes up 20
megs of ram x 2 = 40 megs. Now if you assume the standard linux user
has a 64 megs of ram and 20 went to the kernel, then you in effect just
killed there machine so they can debug.

So I'm sorry to say I think you are going to have to swallow the pain and have one vm
for each debugging process as your final goal.
