having trouble installing jde

host platform = Windows NT with Service Pack 3
JDE version = 2.0
Emacs Version = 20.3.1

my emacs is installed in c:\emacs


.emacs contain the following 
(setq load-path 
������� (nconc '( 
���������������� "c:/emacs/site/jde-2.1.1" 
���������������� ) 
���������������� load-path))

(require 'jde)


what am I doing wrong can you please advise on a solution for me as I am
pulling my hair out :(
