There is an Editor API available for the netbeans3 beta.
Also, there seems to be some work by netbeans according to the status
page (http://www.netbeans.com/eap/developer3/modules/wishlist/emacs.html)

Just join the early access program and look at the api, you also need
to have some lisp knowledge to implement it...
