If you want to see the current indentation rules for something in the
buffer (i.e. to find out if it is a 'substatement-open' or whatever and
the current value) you can press C-c C-o or run the command M-x
c-set-offset.

When I do this on a comment block, Emacs tells me that the value is
controlled by the function c-lineup-C-comments. This function should do
what you want, but since I still use Emacs 19.34 and JDE 2.1.4 (with CC
mode 5.21) on Solaris, I don't know if you shold have the same settings.
