I changed (in browse-url.el):


                             (list "-remote"
                                   (concat "openURL(" url
                                           (if new-window ",new-window")
                                           ")"))))))))

To:
                             (list ""
                                   (concat "" url
                                           (if new-window ",new-window")
                                           ""))))))))

And it seems to work OK.  Does this need to be submitted as a bug to the
xemacs (native NT) group?
