What's up is:
1) The way jde-db-debugger is set changed in beta22.
Unfortunately, there is a typo in the release notes that refers to
jde-db-debugger
as jde-db-customization so it's easy to understand how people might miss
this.

2) You have a prj.el file that is setting this variable the old way.
The cure is simple. Reset the value to its standard setting, close the
customization buffer, reopen it and select JDEbug. This is explained in
excruciating detail in a post I made to this list several weeks ago (see
mailing list archive).
