         You might try talking to the sysadmin...if they get bugged 
by enough people, eventually they will do the upgrade!

         Otherwise try this....

         1) Download the latest version of speedbar from Eric's
            pages. The speedbar stuff is at...

         2) Unpack it and put the .el file somewhere appropriate. Lets
            say for instance, ~/emacs/speedbar.el

         3) Byte compile it...not strictly necessary but it will make
            things go faster. Type M-x byte-compile-file

         4) Ensure its in the load path BEFORE the emacs's own
            speedbar. Do this with

            (setq load-path
               (cons "~/emacs" load-path)) in your .emacs

         5) Restart emacs.

         6) This should be it. Ensure that speedbar is loaded, with
            M-x speedbar. Now type C-h f speedbar (to get help on speedbar)
            
            You should get something like...
            
speedbar is an alias for `speedbar-frame-mode' in `speedbar'.
(speedbar &optional ARG)

             if you click on the underlined `speedbar' at the end of
             first line it should take you to the lisp where speedbar
             is defined. You can then check to see whether this file
             is the one that you have just installed (in which case it
             has all worked), or the normal system speedbar, in which
             case it hasn't. So you'll have to start again...
