JDEBug menu doesn't appear

Trying to try JDEBug but it doesn't seem to exist. I've got JDE 2.1.6 Beta13 
(from the Debian package) and Emacs 20.5.1 (linux). I've got the jdk1.2.2 which
includes jdpa.jar. I tried setting the debugger to "Executable" and "jdebug" but
nothing happens when I reload the source files or even restart emacs. 
When I try to run the old debugger (C-c C-v C-d) I get this error:
