How to best install speedbar and semantic?

I seem to remember reading specific advice about the best way to
install speedbar and semantic, as opposed to just setting the
load-path to point to them.  Perhaps to install them on top of the JDE
distribution, but I don't remember.  I wasn't able to find it in the
archives.
