Ted Guild was kind enough to send me a copy of 
multi-mode.el that does what you are asking.  I have attached the file because I could 
not find a copy on the web that would be useful under windows.  (The others were 
zipped using a Unix archive format, i.e. multi-mode.el.Z.)

  I have not tried it yet.  I am still in the process of determining what JSP methods 
folks are using/what is available...  :-)

If this is too off topic, perhaps we could move this discussion to a different place?  
(I do not want to offend anyone.)  Anybody have any ideas?  (Email is good but then 
new folks can't join the discussion.)

We just use either java-mode or html-mode depending upon where in the
JSP page we are editing.  I've looked around for something better, but

The first element TOKEN is  a string which indicates  the token to activate
the mode MODE specified in the second argument. Optionally a third argument
can  be given. The  symbol FUNCTION is  used as a function  to be called to
turn on the mode given as second argument. It defaults to MODE.

If a '*/' is found before point then c-mode may be activated. Which mode is
used depends on the last activating  pattern before point.  In this example
everything between /* and */ can be edited  in fundamental mode. Everything
else is in c-mode.
