changing buffer displays

I'm having difficulty in customizing the display of buffers during debug.
What I'd like to do is have the CLI output always available when starting
debug. Selecting JDebug->Show Buffers menu yields a completely greyed out
menu, so I don't see how to select one.

Any hints appreciated.
Otherwise debug seems to be working fine.
