This topic came up recently. You could search the mailing list archive
for an explanation if you are interested. I can't remember the details,
but the following in your .emacs file will give you the results you
want.

(setq c-default-style '((jde-mode . "user") (other . "user")))
(setq c-basic-offset 2)

I have setq c-basic-offset set to 2 in my .emacs file, yet JDE continues
