What it means is that the variable has been set incorrectly outside
customize, perhaps by your .emacs file or an out-of-date project file. The
solution is to
1) Open the customization buffer for the variable.
2) Select "Reset to Standard Settings" from the State menu.
3) Kill the customization buffer.
4) Reopen the customization buffer, which should now have the radio buttons.
