I downloaded a prebuilt version of XEmacs for Cygwin today from:

  http://ftp.xemacs.org/pub/xemacs/binaries/cygwin32/

  It was a breeze to get up and running under NT 4.0 (I already had Cygwin 
1.0 installed), and JDE 2.2.4 seems to work fine.
