The Suspend and Resume commands are intended to be used in tandem. You do
not "resume" a program that has never started. You use the Continue command
to run it. This is spelled out in the JDEbug user's guide.

Include a classpath (set with jde-global-classpath) when you launch the
process to be debugged so the vm can find the main class.
