Which parts aren't complete? I haven't had a problem so far just using the 
CEDET that's part of Emacs 23.3.

Also, I started looking into doing the packaging, and noticed that the 
bsh-commands aren't included in the zip file on the downloads area anymore. Is 
that deliberate? It looks like there are a few places that still reference them.
