This is failing from an invocation to emacs to tell it whether or not it's an xemacs install. Not sure why it isn't running--I've tested this myself on windows. You could try it on cygwin as there might be something wrong with parameter passing in the fork/exec out to a shell for the emacs invocation. Another idea is to just set that variable yourself in the build.xml or pass it as a -D to ant.
