That's possible, but you need a SMS platform to connect to, that allows sending and receiving messages. My company has such a platform and I successfully created a service that allowed to send SMS (receiving was not finalized at that time).
Creating Jabber2SMS or SMS2Jabber service is really dependant of the SMS platform you use, so there's no generic solution...
