I agree in part with you. It would be nice if there would be a localised version of the info on that site but is that feasible?
IMO a part of the fun is the fact that you can create your own (localised) portal/site however you want it. If you want static pages, fine. If you want PHP, fine.. Want Perl or JSP? Whatever :D
If there is a framework all there is to do is translating a lot of documents from english to some other language. IMO that's not a lot of fun ;) You'll also end up with an english page that's always up to date and a Swahili version that's one year behind.
IMO it would be great when there is a list of regional portals on the main (english) portal. Even ICQ.com doesn't have a dutch version (last time I checked anyway).
