I'm not sure we need to take it that far. Maybe the admins that wish to have their servers in the official jabber.org public server listing can just provide a URL to their registration page. AFAIK, chrome.pl enforces web-based registration, so it is indeed possible, we just need more servers to do it.

That said, perhaps the client just has a 'Register New Account...' button which queries the jabber.org public server listing, and that public server listing also includes registration requirements. Then clients can fetch that URL and display a list of servers which advertise public registration.
