What do you think about SMACK ( http://www.jivesoftware.org/smack/ )? It looks to be fully supported and "actual". I took a look the the CVS repository and seems that the last update was exactely today (21st July). I think it will be a nice point to start...

I would proof the Java libraries for activity. Then for XMPP compliance and after all what and how many JEPs each one supports. Nowadays I won't start to use a library which isn't compliant to XMPP standard.And if you find a bug or need help with a library and the project is kinda inactive you won't find any response.
