[jdev] presence stanza processing with group chat

In JEP0045, for example 127 (the Note under example 128), it says presence stanzas such as this

<presence
    from='[EMAIL PROTECTED]/desktop'
    to='[EMAIL PROTECTED]/firstwitch'>
</presence>

should be assumed to come from a client that supports "group char 
1.0" and a default room should be created.

My question is: how does the server/service tell whether this is a room creation request, or a directed presence request as described in rfc3921 5.1.4 or am I totally off?
