Given the recent (and growing) problems with automated processes registering large numbers of accounts on public XMPP services, I think that IBR will soon become unworkable without XEP-0158 support in clients and servers. Until that happens, we will diable IBR at jabber.org (and I expect many other public XMPP services to do the same).
