Yes, it's written for specs, but basically it means "use anything that
you find at xmpp.org without restriction". The only exceptions I see are
these:

1. the RFCs and Internet-Drafts, which are controlled by the IETF

2. several non-free files such as company logos:

   http://svn.xmpp.org:18080/browse/XMPP/trunk/non-free
