Besides, in some countries, one cannot write directly under PD.

But before considering a heavy license change process, can you please
Sander tell us or point to what's incompatible?

The CC licenses all assert copyright, whereas PD is a waiver of copyright.

As you say, in Europe, there's actually no such thing as Public Domain, as such, so the actual legal standing of the copyright in works authored by European member state nationals claimed to be public domain is vaguely hazy, but I suspect any judge would take it to be a permissive license in the spirit to which it's intended.

I've got no useful solution for this, though.
