XMPP isn't IRC :) Don't think in terms of servers, think it terms of users and subscriptions. If there is a subscription then the user's server will do everything necessary to notify the contacts' servers of their presence, and vice versa. If the contact's server is offline, that presence isn't of any use anyway - the contact is offline. When the server is online again, and the contact signs in, the contact's server sends probes out to discover the status of our user. This way everything stays in sync.
