I forget the length restriction for the user's jid, using a public key 'as'
the jid would be really slick though.  That way, every jid becomes a 'blind
drop' in spy terms.  Every message to a user could be encrypted, nobody but
recipient could unscramble, and nobody would need to know anything more
about the recipient than their jid (I.e. no registry of keys, nothing to
man in the middle).

There must be some technical limitation preventing this though.  Is it
insurmountable?
