Actually, I found a way to change comma to semi-colon in javamail but outlook still doesn't recognize the addresses. It seems that outlook doesn't really use the reply-to field. Does anyone know what field it reads for reply addresses?

or configure your outlook to allow comma as address separator.
(menu tools->options dialog -> email options dialog -> advanced email options)
