If such a large report has to be served online, you can write your own viewer like an applet which can open a connection back to the server, get the report and display ? This way you have control on the connection and wait as long as you want to wait.
The other approach would be to use a reporting tool like Crystal which has it's own activex/java viewer and viewer makes a call back to the crystal page server to get the report content.
