No, if you are using the OCI driver it uses tnsnames.ora. (This means, for example, if you have only 1 database, you can use "@" alone, no need to specify "sid@hostname", 'cause the driver can figure it out from tnsnames.) But in this case, he's using the thin driver & you're right, it doesn't have access to tnsnames.
