We have just completed a heavyweight Swing application and we used Netbeans for the actual dialog creation but did all of our business code (and some of the gui 'by hand' coding) using Eclipse (there is no visual composition tool as of yet for Eclipse). Eclipse is the best IDE I have ever used for any programming language and I recommend it very highly. Both Eclipse and Netbeans are open source. Just make sure that you check in the Netbeans GUI information files into your vcs with your source code so that you can still visually compose your gui classes when they are subsequently checked out.
