I had successfully designed and developed a JSP bean framework that reads an XML config file and renders every widget on the screen (and CSS parameters) based on that XML configuration.  It took maybe 2 relaxed man-weeks to write and integrate that framework into an existing application. Since then we had used it 4 or 5 times and it has proven its viability. I do not see why you can't also employ the same customization framework for Swing.  Of course, if there are automated tools available, do take advantage of them.  We had some very specific requirements for ours, and had to roll our own.  But it was not all that difficult... just so you know that is a viable option.
