The fix should not be integrated into jdk 8 until a merge with the
staging workspace where the fix for CR 7019773 has been integrated.

Rationale for phase 2:
Without the fix drag and drop of Swing components which use KeyStrokes
could be broken.
DnDMerlinQLTestsuite_DnDJTextArea test has been run.
test/java/awt/AWTKeyStroke/AlienClass/Test2.java test has been run.
JCK api/javax_swing and api/java_awt tests have been run.
No new failures were found.
