Review request: 7129152 -- multiple calls to System.setProperties(null) crash VM

Hello,

I finally put together a proper review package for 7129152, originally 
MACOSX_PORT-515.

We need to NULL out the proxy property storage so the next call won't attempt 
to free a bad pointer.
