please review a backport of CR 7167780: Hang
javasoft.sqe.tests.api.javax.swing.Timer.Ctor2Tests to jdk7. The changes
are identical to that in jdk8.

This packport was already reviewed on [email protected] alias
and then pushed into jdk7, see changeset 589c21e1aa30. My understanding
was that I don't need to file additional review as I already have
developer' review. My apologies for the inconvenience.
