[7u12] Request for approval for 7185280: Jre7cert: focusgained does not get called for all focus req when do alt + tab

Hi,
Resending a request for the approval to commit the fix for 7185280 into 7u12. 
The same fix has already been pushed into 7u10 and 8. The fix has been reviewed 
by Artem Ananiev and Anton Tarasov.
