You can clone a repository and issue

$ hg log -k <bug-id>

where <bug-id> is the bug number (e.g. 7193966). You can also try using your favorite search engine and enter a query like this:

<bug-id> site:hg.openjdk.java.net

This should provide you with a list of changesets that mention the <bug-id>.
