This is a retroactive request for a fix that was pushed to a closed 7
update forest first, which is why I forgot to apply at the time.
The changes were done to support the umbrella bug report 6995068

These are minor top level changes that will only be run if the closed
install sources are present. The request came from the install team, so
bug reports 8007815 and 8007878 are closed. Here is the changeset as it
