I think this is just a numbering thing. The changes accumulating in
jdk7u/jdk7u-dev are being tagged with jdk7u14-bXX, the latest being
b20. I assume at some point there will be a new version for this release.

it's a push to jdk7u/jdk7u, so I should have used [7u] instead to avoid
confusion. Will do so going forward
