The fix is basically a backport from jdk 8 but includes a small
difference in Rule.java in order to avoid using Long.compare(), since
it wasn't available in JDK 6.
My coworker has reviewed & approved this fix with an additional change
in closed area.
Yuka, can you provide a link to an OpenJDK thread where this review
exists or if there isn't one, can you carry one out on the relevant
mailing list ? It's a requirement for code changes to OpenJDK source.
