[7u40] Request for approval : 8013827 & 8011950

I'd like to port this recent jdk8 fix to 7u-dev so that it makes the 
upcoming 7u40 release. Changes apply cleanly to jdk7u base and tests 
look ok.

8013827: File.createTempFile hangs with temp file starting with 'com1.4'
8011950: java.io.File.createTempFile enters infinite loop when passed 
invalid
