[7u40] Request for phase 2 approval for JDK-8021008: Provide java and jcmd man pages for Mac (OpenJDK)

This is a request for phase 2 approval to push the fix for 8021008 into 
the 7u40 repository. Bhavesh Patel (bpatel) is a committer for the jdk7u 
project, he will push the changes.
