Yeah, that's it.  The permissions in the asf-authorization file are
set up for /incubator/jdo, not /db/jdo.  Your password is fine, you
just don't have permission to modify things in /db/jdo.  I believe the
db PMC chair should have permission to modify that file, they need to
set up something like this:

[/db/jdo]
@db = rw
@db-jdo = rw

And rename the @jdo group to @db-jdo.
