Two issues with RunRules.html: (1)no title, (2)funny quote, dash characters

(1) RunRules.html does not display a title in the browser title bar. It needs
to have a title element nested in the <head> element: <title>JDO Run
Rules</title>, or something similar.
(2) There are non-ascii characters for quotes and hyphens throughout the
document. These display as nice fancy quotes and hyphens in my browser
(Firefox, Mozilla) on my local installation, but they do not display properly
when I click the download link on the svn web interface using the same browser:
http://svn.apache.org/viewcvs.cgi/*checkout*/db/jdo/branches/2.0/tck20/RunRules.html.
For example: “excluded†. Nor, of course, do they display properly in vi.
